The goal is to avoid human-caused water and soil resource damages and to enhance the investigation and management for over-cultivating, over-interring, deforestation and other violated behaviors. From 1989 to 2006, 1,325 cases of over-cultivating, 131 cases of over-interring, and 282 of other cases (including improper soil abandon, deforestation, illegal excavation, etc.) have been processed.
